Trong vài năm qua, Đảng Cộng sản Việt Nam đã rất thành công trong việc củng cố quyền lực, một mặt thông qua việc ký kết các thỏa thuận thương mại sinh lợi như Hiệp định Đối tác Tiến bộ Toàn diện xuyên Thái Bình Dương (CPTPP) là một khối gồm 12 nền kinh tế (có hiệu lực từ năm 2019), Hiệp định Thương mại Tự do Việt Nam-EU (EVFTA) là một hiệp định thương mại khác giữa Việt Nam và Liên minh Châu Âu bao gồm 27 nền kinh tế tiên tiến nhất thế giới (có hiệu lực từ năm 2020) và nâng cấp quan hệ với Hoa Kỳ lên mức cao nhất là Đối Tác Chiến Lược Toàn Diện (2023). Mặt khác, đảng trấn áp mạnh mẽ những người bất đồng chính kiến và các tổ chức trong xã hội dân sự non trẻ.

Tuy nhiên, sự đàn áp của CSVN chỉ là một cố gắng vô vọng tạm thời của nhóm bảo thủ, hầu trì hoãn một khát khao bất khả vãn hồi trong lòng dân tộc. Đó là hướng về Tây Phương, xây dựng xã hội dân sự và hoàn tất tiến trình dân chủ hóa. Trong tương lai rất gần, chúng ta sẽ chứng kiến sự bùng nổ của xã hội dân sự tại Việt Nam, bất chấp sự đàn áp của chính quyền.

Cuốn sách này được viết với mục đích nhằm chấp cánh cho sự hình thành các hội đoàn và xã hội dân sự bay cao. Ban đầu nó chỉ có song ngữ (tiếng Việt và tiếng Anh) nhưng được nâng cấp sang ngôn ngữ thứ ba (tiếng Pháp) để dễ truyền bá và thúc đẩy sự phát triển của xã hội dân sự ở Việt Nam.

 

Preface to the Vietnamese, English and French 2024 Edition

 

In the last several years, the Communist Party of Vietnam has been extraordinarily successful in consolidating power, on the one hand by entering into lucrative trade deals such as the Comprehensive Progressive Agreement for Trans-Pacifique Partnership (CPTPP) which is a bloc of 12 economies (effective 2019), the EU-Vietnam Free Trade Agreement (EVFTA) which is another trade agreement between Vietnam and the European Union comprising 27 most advanced economies of the world (effective 2020) and lifting relations with the USA into the highest level which is the Comprehensive Strategic Partnership (2023), while on the other hand, by cracking down hard on political dissidents, and organizations within its nascent civil society.

However, communist oppression is but a desperate transitory attempt by party conservatives to retard an irreversible aspiration within the hearts of the people. That aspiration is in favour of westernization, building civil society and completing the democratization process. In the very near future, we shall witness the exponential growth of civil society in Vietnam, defying repression by the regime.

This book was written with the express aim of adding wings to the process of forming associations, so that civil society can take off in Vietnam. It was originally bilingual (Vietnamese and English) but upgraded to a third language (French) for ease of propagation and promoting the growth of civil society in Vietnam.

Au cours des dernières années, le Parti communiste vietnamien a connu un succès extraordinaire dans la consolidation de son pouvoir, d'une part en concluant des accords commerciaux lucratifs tels que l'Accord progressiste global pour le partenariat transpacifique (CPTPP), qui regroupe 12 économies (en vigueur en 2019), l'accord de libre-échange UE-Vietnam (EVFTA), qui est un autre accord commercial entre le Vietnam et l'Union européenne comprenant 27 économies les plus avancées du monde (en vigueur en 2020) et élevant les relations avec les États-Unis au plus haut niveau qui est le Partenariat stratégique global (2023), tout en réprimant durement les dissidents politiques et les organisations de la société civile naissante.

Cependant, l’oppression communiste n’est qu’une tentative désespérée et transitoire de la part des conservateurs du parti pour retarder une aspiration irréversible dans le cœur du peuple. Cette aspiration est en faveur de l’occidentalisation, de la construction d’une société civile et de l’achèvement du processus de démocratisation. Dans un avenir très proche, nous assisterons à une croissance exponentielle de la société civile au Vietnam, défiant la répression du régime.

Ce livre a été écrit dans le but exprès de donner des ailes au processus de constitution des associations, afin que la société civile puisse décoller au Vietnam. Il était à l'origine bilingue (vietnamien et anglais), mais a été mis à niveau vers une troisième langue (français) pour faciliter sa propagation et promouvoir la croissance de la société civile au Vietnam.
